Barbara R. Barkovich

Barbara R. Barkovich has been a consultant and expert witness on energy and regulatory matters, with an emphasis on the electric industry, since 1985. She has developed a large body of expert witness testimony on matters including marginal cost, cost allocation and rate design, demand response and dynamic pricing, electric industry restructuring, and electric resource analysis and planning. She has also provided consulting services in these areas, as well as regulatory analysis and due diligence on industry restructuring. She has assisted in negotiations on behalf of electric consumers with utilities on pricing and service matters. Dr. Barkovich has extensive experience in negotiation of settlement agreements on complex regulatory matters. Her clients have included large industrial electricity consumers, investment banks, courts, public and investor-owned utilities, irrigation districts, and electric transportation developers.
